Things have certainly changed at the Vatican
I think the Holy Father was strategic in doing this. Sacramentals dispose a person to receive grace. The rosary may not work miracles, but he is trying to help her in the way he can, and God will do the rest.
Also, when he met with the Queen, they were side by side in chairs. Not so with Obama. I believe the Pope was sending a signal, like George Weigel said. He is a shrewd Jesuit, who knows what he is doing.
